“If our people cannot find some financial instrument that is attractive to us then, of course, we will have to negotiate the whole amount with the government,” said Enrique Castañeda, the president of the council.
In rural Arizona, the lack of infrastructure comes with a cost: an increase in crime rates.
“They have the worst infrastructure,” said the mayor, Michael Cravaack. “When there are bad roads and bridges, the drugs happen.”
Some have also expressed concerns about the cost of sending hundreds of thousands of people to the United States. Trump has promised to deport a million immigrants living illegally in the United States, and to build a wall along the Mexican border to keep out migrants. Some immigration advocates have even questioned the practicality of building a wall, as it does not cover the entire border or cost that much.
Mexico, meanwhile, sees the U.S. as a potential trade partner.
